TERRORISM IN
J & K
ANALYSIS
& REVIEW
A THEORITICAL
APPROACH
SARASIJ
MAJUMDER
Terrorism,
by definition , are of three types:-- 1.0 Internal, and local—the example
is Maoists in Jharkhand. 2.0 Exported terrorism—in this case, Terrorists
infiltrate from outside the country, and cause disruptions. The example was
Mumbai terror attack, 9/11, where Kasab
was arrested. Generally, these are
SUICIDAL MISSIONS. 3.0 Terrorism in Kashmir--- which is a combination of 1.0 +
2.0—as explained before.
We will
discuss here the third case—i.e. Terrorism in Kashmir valley in details.
There are mainly seven (7) fronts of Terrorism
in Kashmir. These fronts are--1.0
Building narratives, 2.0 Organizing
local support, shelters , logistics, and information; 3.0 Fund, 4.0 Manpower, 5.0 Training, 6.0 supply of Arms and other things and 7.0 on ground
operations.
Now you see one, or more COUNTRIES need to be involved to
run a prolonged Terror campaign against India, in Kashmir. In our case- it was
started with Pakistan, and now Pakistan is supported by China. Funds of IMF,
USA , granted to Pakistan , and arms supplied by USA as an aid to Pakistan ---
are also used.
Present GOI possibly thinks, and accordingly responds as
follows:- 1.0—Local Development; 2.0 Armed forces to fight against Ground operation carried out
by Terrorists, and 3.0 Creating Diplomatic pressure against Pakistan.
They think these will solve the problem.
Congress Government responded mainly by option 2.0 listed
above; and occasionally and very feebly-- tried the option 3.0.
You see—IT NEVER WORKED WELL, AND WE FAILED TO ELIMINATE TERRORISM IN KASHMIR.
Recently it aggravated, and spread in
Jammu. Pakistan and China are also supporting other Terrorist groups also, operating in India.
I will come to the best achievable solution part later. First let us discuss the
seven (7) fronts one by one, below.
1.0 For
handling the narrative ISPR (Inter State Public Relation) is there, in charge
is Major Asif Gafur. The ISPR has three Tiers in their operations.
Tier 1: The ISPR recruits experts and writers from not only
Pakistan, but also from different parts of the world, feed them money and make
them fabricate data and write opinions
in favour of Pakistan, which is published in several leading newspapers and
journals, showing Pakistan as a victim itself, black painting India, singing
that Muslims are oppressed in INDIA, Kashmir is under military rule ..etc..
Zakir Nayak worked in this space, now living under HOUSE ARREST in Malayasia.
Tier 2: In this level, ISPR hires engineers from Pakistani colleges
and train them in hashtag war. All major events are misused by this army to
spread fake news and hatred on all social media. Not only this, custom events
and social media trends can also be created by this bot army. Fake profiles,
blackmailing, honeytrap, selling illegal item, name any and it is handled by this cell. Look at Burhan
Wani, he was also called the Facebook militant, the reason is he was planted by
Hizbul Mujahideen for the specific purpose of radicalising people through
social media, which he did. Lot of students got radicalized through social
media. It was too late before Indian authorities got awakened.
Tier 3: In this level-- the ISPR sends its artists and peace
wanting activists to India, especially in places like JNU, to create sympathy,
showing Pakistan wants justice in Kashmir, etc. They influence a large number
of Indian NGOs and intellectuals who become followers of such propaganda.
They come as illegal immigrants, or as
spies, and settle here, work, may even
get arrested—or evaporate through Nepal. Arundhati, Medha, Sara, Sheetal,
Rajdeep… all locals are part of this TIER. They are under constant focus of our
Government—one mistake, and they will ROT in Jail.
2.0 Now I will discuss the second point—i.e. ORGANIZING LOCAL SUPPORT, SHELTER,
LOGISTICS, AND INFORMATIOJN:
Most of the Muslims in K, and a very large part of J—are
anti INDIA, and they are programmed like that since childhood, in MADRASAS.
Hence—terrorists get a ready platform. The contacts are nursed.
3.0 FUND: China provide it, Pakistan Army, and
ISI allocate an amount for this, and they do DRUG TRAFFICKING to generate
balance fund. Young people of Punjab purchased drugs providing fund for local
operations at the cost of their wellbeing. Same is KUKIS in Manipur, where
China is involved through Myanmar. Drugs
are produced in INDIA, sold to INDIANS, Fund generated and used locally to
finance TERRORISM against India- WHAT A BEAUTIFUL SYSTEM IS DEVELOPED!!!
4.0 &
5.0 Manpower & TRAINING:- The
youths of POK, Muslims of J &K , and also from other parts of India are brainwashed in MADRASAS—and sent to POK,
where Training Centers are operating. A very high level Military training is
imparted by armed forces of
Pakistan. India destroyed some centers once.
6.0 Arms and other accompaniment:-These are supplied by Pakistan Army, and China
fills the rest through PAKISTAN. Increasingly—very sophisticated weaponry are
used now a days.
7.0 LAST COMES, GROUND LEVEL OPERATIONS: For this, at present there are two main handlers, Lashkar- e- Taiba
and Hizbul Mujahideen.
Lashkar e Taiba: These fighters were present in Afghanistan
and trained by Taliban, for the purpose of fighting against Soviet Union. When Russia
LEFT, they were planted in Kashmir by ISI.
Hizbul Mujahideen: These fighters are hired from Kashmir
region (both PoK and J&K), trained by the ISI and Pakistani Army in Quetta.
8.0
Analysis:
We must think, and agree—as
long as Pakistan exists, this terrorism will continue. Pakistan will remain on
geographical Map, as long as USA, China and EU are there. China is heavily
invested with Pakistan. If Pakistan goes
KAPUT, a large amount of Chinese money will sink.
The Truth: Indian Army is not in a position to defeat
militants. Things weren't any different if you go back into the past and
things will most likely be no different in the future as well.
Indian Army has a superior weaponry and resources as
compared to Militants. They have soldiers who are trained for years to perform
in battles .
BUT all
of these advantages are severely
hampered in the conflict zone with unidentified enemies.
It's one
thing to face your enemies in a battle field and quite another to face your
enemy in a conflict zone.
In case
of usual wars, you know when and where
the battle is going, you know who your enemies are and you know their
strengths as well. In case of a guerrilla war, you don’t know when
the battle starts, you don’t know your enemies and you can only
assume their strength.
The goal
of Indian Army is to quell insurgency and end militancy whereas the goal of
militants is to keep the conflict alive. It shouldn't therefore take a genius
to figure out that Indian Army is playing a finite game and the
militants are playing an Infinite game and as you will expect from a
game theoretical model
Hence—INDIA can’t eliminate TERRORISM in J &K. USA
failed in Korea, and Afghanistan; Russia
failed in Afghanistan. History proved it again and again.
WAY OUT:-- WE CAN CERTAINLY CONTROL IT—BUT WE HAVE TO FIGHT
AT ALL 7 FRONTS AS LISTED ABOVE, AND MAY
BE I FORGOT SOME. THE MILITANCY WILL
SOMETIMES BE LESS, BUT WE NEVER REDUCE
OUR GUARD.
JAY HIND!!
