1.0 Historically, Delhi was never` a safe Capital in INDIA for any EMPIRE, from 700 AD to 1780 AD. Mughal Emperors Akbar to Shahjahan (Partly) stayed in AGRA. Even Muhammad- Bin-Tughlaq shifted  his capital to South. British shifted Capital from Calcutta to Delhi, in 1912, and Independent India subsequently retained Delhi  as her Capital.

2.0 However—modern warfare has become so AREAL, that Geographical distance lost most of its relevance.

3.0 Nevertheless, for many reasons, we need a SECOND CAPITAL—largely safe from Missile attacks, and reasonably safe from  NUCLEAR WAR.  

4.0 We need to develop a CAPITAL, UNDERGROUND, housed in BUNKERS, where our THINKTANK can stay, and conduct WAR, or execute EMERGENCY PROCEDURES,  if such necessity arises.

5.0 Two locations I think is most suitable:-- Best is Nagpur. Other could be Indore.

6.0 If you check the location of Delhi—it is quite close to border of  our two main enemies. It is,  :-

a) Less than 700km away from Pakistan site of attack.

b) Less than 450km away from Chinese occupied Aksai Chin.

c) About 3000 km from Lhasa, now in CHINA.

We have to give some time to our Air Défense System to counter the Aerial attack.

7.0 Delhi NCR is now having a  population of 4.6 crore ( 46 million). This has created problem of congestion & pollution. Delhi is one of the most air polluted cities in the world.

8.0 Delhi comes under High seismic zone ( earthquake prone area).

9.0 However—since we have recently built new Parliament at a considerable cost—Delhi can be retained as  normal ‘ADMINISTRATIVE’ CAITAL’ of GOI. But, the major Industries shall be relocated away from Delhi.  Delhi should be developed, and remain  as Administrative,  Cultural, Educational, Historical & Tourism Capital of India. It was somewhat so before 1970.

10.0 We should, and must have an ‘EMERGENCY CAPITAL’, selected and CONSTRUCTED  on the basis of  Military considerations of modern warfare.

11.0 I have used GOOGLE MAP, to prepare a location Map, and posted at the TOP. The black encirclements are their possible points from which they can fire MISSILES.
