ILLEGAL MADRASAS: Total Numbers: While there are roughly
500-600 recognized or aided madrasas in West Bengal, reports suggest that several
thousands more operate without state recognition and funded from outside.
Estimates regarding the number of unregulated or
"illegal" madrasas in West Bengal varies, with older intelligence
reports suggesting figures somewhere between 4,600 to 6,000. These are called "Khariji" Madrasas, as they are not
registered.
Unregulated Status: These madrasas are classified as
"illegal" or "unregistered" because they do not have
recognition from the state government or the Madrasa Board.
Location Concentrations: Unregulated madrasas have been
noted to be concentrated in border areas, covering districts like Maldah,
Murshidabad, and North 24 Parganas.
Security Concerns: Reports have indicated that some of these
unregistered institutions were under scrutiny following investigations into
extremist activities, such as the 2014 Burdwan blast, with allegations that
they provided shelter to illegal immigrants and antisocial elements.
"Operation
Safai" (Operation Clean-up): The Minister for Minority Affairs in West
Bengal, Khudiram Tudu, ordered a crackdown on illegally operating madrasas,
characterizing them as "illegal dens".
It is prudent that all REGISTERED MADRASAS shall be
brought under West Bengal Board of
Secondary Education, with comparable syllabus and a Permanent Moratorium shall
be imposed for new registration of MADRASAS.
