Respected Readers, please refer the title above. I will discuss the issues on the subject mainly in Question and Answer FORM, and solution as a TEXT.

PART--A

Q1 - WHAT IS NEET?

A - NATIONAL ELIGIBILITY CUM ENTRANCE TEST -are conducted by National Testing Agency (NTA), as a common and uniform National Eligibility-cum-Entrance Test [NEET (UG)] for admission to undergraduate medical education in all medical institutions. As per Section 14 of the National Commission for Indian System of Medicine Act, 2020, there shall be a uniform NEET (UG) for admission to undergraduate courses in each of the disciplines i.e. BAMS, BUMS, and BSMS courses of the Indian System of Medicine in all Medical Institutions governed under this Act. NEET (UG) shall also be applicable to admission to BHMS course as per National Commission for Homeopathy Act, 2020. The languages in which the NEET (UG) 2026 are presently conducted are: English, Hindi, Assamese, Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil, Telugu, and Urdu. MNS (Military Nursing Service) aspirants seeking admission to BSc Nursing Course being conducted at Armed Forces Medical Service Hospitals for the year 2026 are required to qualify NEET. The NEET score will be used for shortlisting for selection to the four-year BSc Nursing course.

Q2 -How it is conducted?

A - The NEET exam is conducted by the National Testing Agency as an offline pen-and-paper test once a year, featuring objective multiple-choice questions from Physics, Chemistry, and Biology.

Invigilators hand out a sealed booklet as test paper. Examinee fill up answers in the OMR sheet, submit to the Invigilators once Examination is over.  Filled up OMR is read & evaluated by computer.

This system was in vogue even in 1972, but rarely used. I appeared ‘HSL’ admission test this way, and got selected.

Q3 - Who leaked the NEET paper?? 

A - Source-Level Breaches (NTA Panellists and Insiders)Translators and Subject Experts: Highly placed panel experts or official paper translators have previously exploited their early access to the confidential question bank. For instance, investigations into the 2026 paper leak revealed that a Marathi-language translator and a physics expert appointed by the National Testing Agency (NTA) leaked sections of the paper prior to the test.

Compromised Paper Distribution: Leaks have occurred when internal staff or handling agents photograph or note down secured question banks before the papers are officially packed or sealed.

Supply Chain and Logistic Vulnerabilities at Transport and Storage Points: Question papers travel through multiple hands, including printers, couriers, and local strongrooms or bank vaults. Breaches happen when security protocol lapses allow bad actors to open sealed boxes prematurely.

Exam Center Pre-access: Localized center administrators, invigilators, or school staff have occasionally compromised the security of sealed paper sets arriving at the designated exam. venue just hours before the test begins.

Q4 - For whom was it leaked? 

A - The Middlemen and Coaching Institute/ Networks Intermediary Organized Crime: Once leaked from the source, organized multi-state networks consisting of medical practitioners, middlemen, and agents distribute and monetize the leak.

"Guess Paper" Distribution: These criminal syndicates pass highly targeted questions to specific coaching center teachers or counselling agencies. These are then masqueraded as "guess papers" and sold electronically via secure PDFs, Telegram channels, or WhatsApp groups to desperate students in exchange of massive sums of money.

In short—Middle men, Coaching Mafia, and Councillors.

Q5 - Who buy the questions?

A – All involved with the coaching mafia and Councillors, and sell it to the Examinees. 

Q6 – Anybody else involved?

A - Solving Gangs: Middlemen also employ medical students or academic experts to prepare answer keys for the leaked questions, which are then memorized by paying candidates in hidden rooms or mock test centers right before the examination.

Q7 - Who caught the paper leak? 

A - The Government. Education Ministry was involved in this action.

Q7 - Who conducted the re-exam so that innocent students’ careers wouldn’t be ruined?? 

A - The Government, under Education Ministry.

Q8 - Action be taken against whom?? 

A – Refer Q3 & A HIGHLIGHTED, as well as Q4 & A.

Q9 - What are the "Cockroach Janata Party", Sonam Wangchuk, Abhijeet Deepke and all the opposition parties demanding?? 

A - The Education Minister should resign.

Q10 - What were the celebrities barking? 

A - The Education Minister should resign.

Q11 - Did even a single person in the media spoke against the coaching mafia and others as explained above who all leaked the Questions??

 A – No. They won’t, because the ones giving advertisements and donations to the political parties are the coaching mafia itself.

PART—B: ABOUT THE COCKROACH JANTA PARTY (CJP)

 

Q1: Who spoke about "cockroaches & in which context?

A: The Hon'ble CJI, termed the idle, aimless and effortless youth as "cockroaches".

Q2: Did the CJI spoke about cockroaches, under any order/advice from the government?

A: No.

Q3: Who formed the CJP? Is he a student? Does he live in India.

A: Abhijeet Dipke. He isn't a student but a media influencer having several other businesses. Though an Indian, he lives and works  in the US and has returned to India in mid-June.

Earlier—he was connected to AAM ADMI PARTY.

Q4: Did Abhijeet Dipke  utter a single word against the CJI, who used the word "COCKROACH" to define the idle, unemployable social burden mainly comprising of ZEN--Z?

A: Never.

Q5 – Removing Education Minister solves the problem?

A – No. Examination System has to be changed. Source level+ Supply Chain-and Coaching Mafia has to be insulated. GOI accepted an unfair demand by CJP to defuse the movement, and also taken right steps to revise the system.

A taskforce is set up under Mr. Nilekani to work out a solution.

Q6 – Why INC, CPI(M), TMC etc. joined to support CJP?

A – Each one of them had different agendas against GOI, and CJP provided the Platform. I am sure involvement of foreign hands in this, as it was discussed in UNO, as reported.

PART—C: PROBABLE SOLUTION

Following multiple paper leak controversies, Union Education Minister Dharmendra Pradhan officially announced that the traditional pen-and-paper format and physical OMR sheets will be phased out permanently, before he resigned.

Why the change is Happening:

Eliminating Logistics Vulnerabilities: Digital exams remove the high-risk chain of physical paper printing, multi-state transport, and warehouse storage where past leaks occurred.

Radhakrishnan Committee Recommendations: A high-level expert panel led by former ISRO Chief K. Radhakrishnan determined that a pen-and-paper exam. is too prone to systemic manipulation and strongly urged a digital migration.

Supreme Court Mandate: The Supreme Court of India has actively backed this transition, demanding the government provide a strict roadmap for digital testing and data protection to clean up the exam. process permanently.

Expected Changes to the Exam Pattern:

Multiple Shifts and Sessions: Because over 22 lakh candidates take NEET as of today, the exam will likely be broken up over a  20-day period with roughly 10- 15 distinct sessions, similar to the JEE Main format. There may be a PREQUALIFICATION phase introduced.

Percentile-Based Normalization: To keep scoring fair across different days and question paper sets, the National Testing Agency (NTA) will use an advanced normalization technique to calculate student ranks.

No Content or Syllabus Changes: The shift alters only the way the exam. is taken. The core syllabus will still be strictly based on NCERT Class 11 and 12 Physics, Chemistry, and Biology.

Upgraded Security Systems:

Just-In-Time Encrypted Delivery: Questions will be transmitted electronically over secure, end-to-end encrypted networks to centers mere moments before the test begins, making early leaks nearly impossible.

Government Test Centers: The NTA is working to build about 1,000 highly secure, government-owned testing centers equipped with isolated local computer networks to prevent remote hacking attempts.

Advanced Biometrics: Candidates will undergo heavy digital screening, including live biometric logging, to stop proxy candidates from taking the test.

 

PART D: UNO INVOLVEMENT

 

United Nations (UN) officially commented on the NEET paper leak protests and the Cockroach Janata Party (CJP) demonstrations. During a formal press briefing, Stéphane Dujarric—the spokesperson for the UN Secretary-General—specifically addressed the massive student agitations happening in New Delhi.

The UN Statement: Right to Peaceful Protest: The United Nations called on Indian authorities to allow students wishing to protest peacefully to do so without the fear of harassment, arrest, or injury.

Duty of Security Forces: The spokesperson emphasized that it is incumbent upon security forces to protect the rights of peaceful demonstrators.
