Campaigning for bye-elections to five Assembly
constituencies across Tamil Nadu, Puducherry, and West Bengal, and one Lok
Sabha constituency in Assam, ends yesterday. Polling for the six seats will be
held on Tuesday, while counting of votes will take place on Friday.
Second Principal Secretary to the Prime Minister, Shakti
Kanta Das has said, restoration of the health of the financial sector has been

Union Minister for Agriculture and Farmers’ Welfare and

UCC Implementation Promise: Chief Minister Shuvendu Adhikari
announced a timeline pledging to implement the Uniform Civil Code (UCC) in West
Bengal within the next six months, aligning with legislation passed in
Uttarakhand and Gujarat. He further proposed strict legislative actions on
forced religious conversions.
Highway Project Allocation: Union Road Transport and
Highways Minister Nitin Gadkari announced an allocation of ₹508.66 crore for
selective widening and infrastructure upgrading of stretches along NH-14 and
NH-114 in West Bengal's Birbhum district, covering a total distance of over 148
kilometers.
The official NH-14 route running from Morgram to Kharagpur
(306 km) is mostly a 2-lane road. While the main stretch remains 2 lanes, 4-lane
bypasses to relieve congestion in heavy traffic zones, such as the 5.2 km RANIGANJ
BYPASS and the 5.67 km DUBRAJPUR BYPASS is planned.

External Affairs Minister Dr. S. Jaishankar met US
Indo-Pacific Command chief Admiral J. Paparo on 4 October. Discussions focused
on strengthening the India–US security partnership and maritime cooperation in
the Indo-Pacific.
The Group of Seven (G7) agreed on 2 October 2026 to release
100 million barrels of oil and fuel products from emergency reserves. The
coordinated release involves Canada, France, Germany, Italy, Japan, the United
Kingdom, the United States, and the European Union, and it is managed through
the International Energy Agency (IEA).
External Affairs Minister Dr S Jaishankar today emphasized

The 31st Conference of the Parties (COP31) to the United
Nations Framework Convention on Climate Change (UNFCCC) will take place in
Antalya, Türkiye, from November 9 to 20, 2026. This event will witness the
participation of delegates from almost all countries to discuss global measures
for combating climate change in terms of its mitigation, adaptation, financing,
and implementing the Paris Agreement.
Iran has

Israel’s foreign ministry says it has banned UK Green Party
leader, Zack Polanski, from entering the country over his party’s decision to

Iran’s Foreign Minister Araghchi says the US has replied to
its proposal to end the conflict and that the response is now under internal
review.
Lebanon’s PM Salam says Beirut wants to open a new chapter
in its relationship with Iran based on mutual respect and noninterference.
The Israeli army says it has killed three people it claimed
were Hamas members.
Israel’s Defense Minister Katz has ordered the closure of
occupied West Bank and Gaza crossings for two days from October 5.
Qatar and Jordan have condemned what they called ongoing
Israeli violations in Syrian territory, including its ongoing construction of
the Sufa 53 Line, a fortified military route and excavation project.
The Saudi-led coalition has dismissed Houthi claims of

BALUCHISTAN:
Baluchistan is facing unprecedented violence, surpassing
Khyber Pakhtunkhwa as Pakistan's top hub for security-related fatalities. A
report released this week shows a 213% surge in violence-related deaths in Baluchistan
during the third quarter of 2026, driving a sharp nationwide increase in
casualties.

Insurgent Surges & Casualties
• BLA and BLF Operations Summary: The Baluchistan Liberation
Army (BLA) issued a statement claiming responsibility for 94-armed attacks in
September, alleging they killed 105 Pakistani personnel and destroyed 46
vehicles. Concurrently, the Baluchistan Liberation Front (BLF) claimed 13
separate operations, including IED ambushes and strategic highway blockades.
• Emergence of All-Woman Frontline Units: Severe concerns
have risen in Islamabad following footage released by the BLF showcasing their
newly formed all-woman combat unit, the Karima Armed Assault Division (KAAD).
This marks a dramatic shift as women increasingly step into active combat role
operations targeting Pakistani forces and multi-billion-dollar China-Pakistan
Economic Corridor (CPEC) infrastructure.
• Recent Clashes: In intelligence-based operations carried
out in Kalat district, security forces eliminated four insurgents. Separately,
armed fighters ambushed security forces delivering supplies in the Kharan
district.
Political Responses
• Call for Conditional Dialogue: Baluchistan Chief Minister
Sarfraz Bugti stated that political issues must be resolved through dialogue,
but explicitly clarified that the provincial government will not negotiate with
those taking up arms or shedding innocent blood.

NEPAL:
Fresh flood has killed at least 47 people and triggered widespread disruption,

CRIME & PUNISHMENT:
The Supreme Court is scheduled to hear petitions challenging
the functioning of Chief Election Commissioner Gyanesh Kumar, amid concerns
relating to the Special Intensive Revision (SIR) of electoral rolls.
The Supreme Court is scheduled to hear a case concerning the
future of the 135-year-old Central Secretariat Library in New Delhi, which
houses more than 8.5 lakh books and documents amid the Central Vista
redevelopment.
The Supreme Court is scheduled to consider the West Bengal
government’s challenge to interim bail granted to Congress candidate Milan
Pradhan, who faces charges in cases linked to the 2007 Nandigram land
agitation.
Indian Air Force Chief Air Chief Marshal A. P. Singh has
confirmed that former officer and war widow Priyanka Saxena will be trained and

NEPAL/Missing & Injuries: At least 9 people are missing
after being swept away by floodwaters, and 3 people died from lightning strikes
in other regions.
Four people died on October 4, 2026, when an army ambulance
carrying the mortal remains of an army officer crashed into a parked truck on
the Purvanchal Expressway in Uttar Pradesh, Location: Near Haliyapur, Sultanpur
district (near the Ayodhya border) on the Purvanchal Expressway.
The ambulance was transporting the remains of Subedar Major
Satyawan Singh from Chandigarh (or Panchkula) back to his native village in
Deoria district.

LIFE:
Kaziranga National Park has reopened to tourists for the
2026-27 season, bringing visitors back to one of Assam's most important
wildlife destinations. Assam Forest Minister Jayanta Malla Baruah formally
marked the reopening on Saturday at the Kohora Range, along with Forest
Department officials.
WEATHER:
The India Meteorological Department has forecast heavy
rainfall over coastal and South Interior Karnataka, Kerala, Mahe, Tamil Nadu
and Puducherry for the next two-three days. Thunderstorm accompanied with
lightning and gusty winds may prevail over Andhra Pradesh, Telangana,
Uttarakhand, Sub Himalayan West Bengal, Sikkim, Nagaland, Manipur, Mizoram, and
Tripura.

The Asian Games 2026 have officially concluded at the Nagoya
City Mizuho Park Athletic Stadium in Nagoya, bringing more than two weeks of
